The following information was included in the 2002 publication, "Wooster Justice / Police order / and Safety / Police order / and Safety". It was compiled by Harry S. McClarran. Harry McClarran did note that his research is incomplete. Many of the records do not exist. Please note that there are several discrepancies with the information from Harry McClarran. Some have been extracted from Douglass' and Bowen's History of Wayne County, Ohio. Other information came from Harry's personal files. The information has not been verified as of 21 April 2021.

  • 1818 David Hoyt elected first Marshall of Wooster
  • 1852 Nov Arthur Craig resigned as Marshall
  • 1854 Apr Elected Walter Eakin as Marshall
  • 1855 Elected Jacob Chapman as Marshall
  • 1856 Elected Stephen Dice as Marshall
  • 1857 Elected Arthur Craig as Marshall
  • 1858 Elected Joseph Plummer as Marshall (Marshall bond was $5.00)
  • 1859, April Evan Parker (from 1859-1860 Wooster Directory, term expires Apr, 1859)
  • 1859 Elected Samuel J. Kermickle as Marshall
    • At June 28, 1859 council meeting the Marshall S.J. Kermickle was to be paid $38.00 for the interment of numerous cats, dogs, hogs, and other services
  • 1862 John Era appointed Marshall of Wooster
  • 1863 Elected John Henderson; appointed for three years

  • 1976-1989 James W. Pearce (Jan 1976 – May 1989)
  • 1989 Richard Landers (Acting Chief; 6 May 1989-?)
  • 1989-1997 Robert P. Merillat (dates need confirmed)
    • Robert P. Merillat was placed on administration leave due to drug raid controversy. Mayor James Howey was going to fire him but rather demoted him from Chief to Sargent in December 1987 [1997?]. During this time, Harry McClarran believes Don Edwards was Acting Police Chief while a decision was being made on Merillat.
  • 1997-1999 Don Edwards (Acting Chief; Harry indicated from 1987-1988; needs verified)
  • 1999-? Steve Thornton (1988-1999?; dates need verified)
    • Harry McClarran's research was published in 2000. No updates have been done.
