Wooster Free Public Library The work erecting the Wooster Free Public Library building can be begun at once as far as the money is concerned as the following correspondence between Mr. Carnegie’s private secretary and james Mullins, president of the library board of trustees, shows:
“July 20th, 1903 James Mullins, Esq., President Library Board, Wooster. O. Dear Sir: --Yours of the 7th instant received, with enclosures. Please communicate with Mr. R.A. franks, Home Trust company, Hoboken, N.J., who has now been authorized to arrange payments of the increased amount for Library Building. Respectfully yours, “Jas Bertram Private Secretary”.
“Wooster, O, August 8, 1903. “R.A. Franks, Esq., Hoboken, N.Y. “Dear Sir: --I am requested by Mr. James Bertram, Secretary for Mr. Carnegie, to communicate with your regarding the payment of the fifteen thousand dollars donation made by him for the purpose of building a public library in our city. All the conditions made by Mr. Carnegie have been complied with, the lot purchases and paid for and a resolution passed by our city council to provide for the maintenance of the library. Certified copies of these papers, the deed and the resolution, have been sent to Mr. Bertram. Our board of trustees expect, within a few days to decide upon a plan and will then let the contract to the lowest responsible bidder.
“Will you kindly let me know what your requirements and rules are in regard to payments, and how and when they will be made.? Respectfully yours, “James Mullins, “President board of trustees, Wooster Public Library,”
“August 14th, 1903 “Dear Sir: --In reply to yours of the 8th instant, I would say that have been authorized by Mr. Carnegie to make payments to the extent of $15,000 for erection of library building at Wooster., and I shall take pleasure in remitting this amount in installments of $2,000 or $3,000 each, on the certificate architect, as needed from time to time to meet payments to contractors. “Requests for remittances, enclosing architect’s certificate, should be signed by the President and Treasurer of the Library Board. “Yours truly “R.A. Franks, “Mr. James Mullins, President Board of Library Trustees, Wooster, Ohio.”
