The first sermon preached in Congress Township, formed in 1818, was that made by a Presbyterian minister, a Rev. Matthews, who spoke with a sword girded to his body.<br/>

The village of Congress, originally called Waynesburg, was laid out in 1827. According to history, an old Indian and his wife were on a tramp and stopped in Congress at Griffith's Tavern, where they got drunk and abusive.
