Congress was at one time an incorporated village. Its original name was Noodledosey. In 1827, the village was platted. I think this is when it was named Waynesburg. In 1837, Waynesburg was incorporated. In 1842, it was renamed Congress.
The current location for "official" village business to occur is 133 S. Maple St. in Congress Village. This is considered the "Township House." This has not always been the location of Town Hall. In the 1873 Caldwell's Atlas, Town Hall was located on lot 46. By the 1897 Caldwell's Atlas, Town Hall is no longer listed. However, Town Hall was housed in the old School House on lot 11 (across the street). In March 1924, Congress Town Hall (former Congress School) was sold at auction.
