In the United States, there are several distinct types of mayors, depending on the system of local government utilized. There are two well-known types of mayoralty: Council-Manager government and the Mayor-Council government. The City of Wooster utilizes the Mayor-Council type of government to operate. Wooster was incorporated as a town on October 13, 1817. After the population sufficiently increased the town was able to be chartered as a city of the second class, and divided into four wards in February of 1869.

During the early history of the community the town's head official was termed the "President," and served as the presiding officer over a governing board of "Trustees." The title changed from town "President" to "Mayor" in 1853. However, the city trustees were maintained until Wooster was deemed a city in 1869 and then the "Trustees" came to be known as "Councilmen."
