Laying Brick on Lincoln Way
No final settlement has been reached regarding the alleged defective concrete on the Lincoln Highway east of Wooster.
Contractor Shaffer asserts that the thousand feet of foundation, called defective, will stand the test if repaired, and that he is willing to repair it and furnish a bond that it will stand.
The county commisioners deny emphatically they are under obligations to pay part of the cost of replacing the concrete. It was stated at their office that they agreed last fall to protect green concrete from frost by covering it with straw if Shaffer would go ahead with the work as long as the weather permitted. They say Shaffer refused to accepted this agreement, and then without their knowledge, put in an extra thousand feet which he permitted to freeze.
A telegram sent to the state highway department brought an order back to Shaffer not to take his concrete mixing machine from here to another job he has taken in the southern part of the state. The mixer is still here, but it is idle.
The work of laying bricks on concrete foundation put in this year has been started and is now under way. The foundation has all been laid but the thousand feet under fire will not be covered with brick until some kind of agreement is reached.
