In the pension claim of Samuel foreman, of Co. H, 16th Regiment, O.V.I., a resident of West North Street, Wooster, there has recently been some trouble. It appears that on the 13th day of June, 1890, this soldier was allowed a pension of $72 per month from March 4th, 1890, upon proper proof and the report of Dr. Irvine, of Mansfield, who as an expert, examined the condition of the eyes, for chronic diarrhea and resulting piles, rheumatism and disease of eyes resulting in the almost loss of sight of both eyes. Afterwards five of the citizens of Plain, said to be enemies of Foreman, wrote to the Pension Department at Washington, that Foreman was a fraud, that he was not blind and that he and his attorney obtained said pension fraudulently, and that they could show the fact. Where upon the payment of his pension was suspended from Sept. 4th, 1891.The pension office sent out a Special Examiner, who spent a week in taking proof in the claim in Plain, where Foreman formerly lived and also in Wooster, assisted by Foreman and S.R. Bonewitz, his attorney, (who had procured the first pension of $72.) And after all the proof and the examination of his eyes by Dr. Baker, of No. _?4 Euclid Avenue, Cleveland, the Commissioner of Pensions, at Washington, on the 12th day of July, 1892, ordered General John G. Mitchell, U.S. Pension Agent at Columbus, to resume the payment of his pension at the rate of $72, thus exonerating both Mr. Foreman and his attorney from any wrong in the procuring the same originally.
